The article quoted: "On October 5, May drove to Denver and back, making frantic phone calls to his friends from the road. The police were on to him, his hotel room was bugged, he was being followed. He said he would be a millionaire when he brought justice to the crooked cops who were persecuting him." A day after these reported conversations, October 6 he submitted his resignation letter to the Las Cruces, N.M District Attorney's Office, after doing a good job his old boss said. "Mr. May was briefly employed as an Associate Trial Attorney in our office after having also worked in Las Cruces as an Assistant Public Defender. He was an effective Prosecutor who was deeply committed to his work and serving the public while employed at our office... On October 6, 2014, Mr. May abruptly resigned his position. When he left, he did not check out through our Human Resources Office but did leave a resignation letter." Is this the sign of a paranoid man, or did he just speak and act appropriately on honest truth while everyone else ignored the truth he told?:

Dear xxx and Other Addressees:

The purpose of this letter is three-fold. First, I would like to make a sincere plea to you not to let my personal story die. Enclosed within this letter, you will find a USB flash drive containing a personal testimony from me about the financial, emotional and psychological pain that I have endured over the course of the past few months since I discovered that I was a “targeted individual.” I have literally been forced to endure a living hell. There are thousands of targeted individuals within the United States that literally suffer each and every day at the hands of our government. Personally, I have experienced significant harassment from law enforcement in every place that I have been these past few months.

Second, over the coming days and weeks, you will hear numerous people try to label me as a person with mental health issues. If you simply google “targeted individual,” “gang stalking,” “Freedom From Covert Harassment and Surveillance,” or “Dr. Robert Duncan,”¹ you will see that what I have experienced, albeit not widely known, is very real. In addition, you can find various videos on youtube by searching under these exact same search terms. Our government is able to capitalize on this lack of knowledge among the general population to curb sentiments towards questioning the mental health of targeted individuals rather than admitting the truth—that there is a system of covert torture of ordinary, innocent citizens that is happening within our own borders. I have not told a single person exactly what I intend to do—and only you eight people know that I intend to do anything at all—but my goal is to garner some much-needed media attention to the plight of targeted individuals because we are a marginalized group with few financial assets. Coincidentally, that means we get ignored.

Third, enclosed within, you will also find a sample letter to congress. Please encourage as many people as you can to send a copy of this letter to congress. My hope is that if enough people take a genuine concern into the struggles of targeted individuals, then congress will have to do something to stop it once and for all—not like the false machinations of stopping it that took place in the 1970s with COINTELPRO.

I apologize for putting this responsibility on you guys, but you are people that I know and trust. I am confident that xxx will not allow my story to die. I sincerely hope that you will (1) keep an electronic copy of my story for yourself, (2) provide a copy for distribution to the media outlets, (3) make sure that xxx gets a copy [although I am sending her a copy, I fear that it may be intercepted], and (4) see to it that if my story is removed from the internet—youtube, vimeo, etc.—it will be promptly re-uploaded. I know that I am asking for a lot, but please assist me with this.

Lastly, please whisper a prayer for my soul. I am still a believer, and I honestly feel that there is no hope for me. Consequently, I am making a sacrifice so that others in my same position might have a chance at a normal, harassment-free life. I realize that my methods are not the best selection—and probably will not be perceived as the selection of a Christ-follower—but I have prayed incessantly for months to no avail. 13. Martin Luther King, Jr. FBI sent him this letter, to try to get him to attempt suicide using knowledge gained from spying on him during surveillance operations. US government agencies were later found to be guilty by jury of conspiracy to murder Dr. King in 1999.

In addition to the above letter that Derrick Robinson received, we have now received a letter Myron May intended us all to send to congress. The letter itself, is well written, but is not any different from the letters congress has already received. To me, this letter looks written by someone from the inside who had a clear understanding of the methods, knowing precisely how the dark world of law enforcement and government work, which he himself must have became a target of. His statements for the motivation and goals of targeting include:

After hearing about the story of Targeted Individual Myron May and other targeted individuals, I have accepted the challenge to do what I can to make a difference. That's why I am urging you to pass a bill or resolution to begin an investigation into the targeting of United States citizens for the types of harassment outlined in my letter below:

Although not widely known by the public, targeted individuals endure a scheme of conduct designed to drive them over the edge mentally, physically, and emotionally. This scheme is referred to among the targeted individual community as “gang stalking.” Gang Stalking is a systemic form of control, which seeks to control every aspect of a Targeted Individuals life. Gang stalking takes place outside in the community. It's called gang stalking because the target is followed around and placed under surveillance.

Gang Stalking Goals
The goals of gang stalking are to (a) silence an individual, (b) drive a victim insane and possibly to the point of suicide, and (c) destroy the victim's reputation and believability—as the person will be viewed as mentally ill if they complain or report such abuse. Gang stalking may also be used to force an individual to move or leave an area.

Motivations for Gang Stalking

The motivations for gang stalking vary widely. Three of the most common are as follows:
• Being a corporate or government whistle blower (particularly if you are exposing conduct that is unbecoming of law enforcement);
• Revenge for getting away with a criminal offense;
• Knowing too much about gang stalking itself—because you become a threat to exposure

Who Are The Stalkers?
For the most part, stalkers are everyday citizens that are usually acting under some type of guise (e.g., that they are doing something positive for the community; a false accusation that the targeted individual is under investigation for a crime). Other stalkers, however, are simply paid to harass a targeted individual. Sadly, many of these gang stalkers are involved in law enforcement.

Examples of Gang Stalking Harassment
Here are some of the stalking activities that targeted individuals have to endure: slashed tires, threatening phone calls, hangup calls, verbal assaults by strangers, property damage, death threats, peeping toms, being followed on foot and by vehicle, and character assassination among family, friends, neighbors, and coworkers.

Tactics Used by Stalkers

Anchoring
A technique employed by stalkers to persuade the targeted individual that a particular group is responsible for the abuse—neighbors, racial-ethnic group, etc. The goal is to trick the targeted individual into thinking an innocent bystander is the culprit of their harassment and compel the targeted individual into verbally or physically assaulting that person.

Brighting
Brighting involves the practice of repetitive flashing of a car's high beam headlights at a targeted individual. The targeted individual is flashed an inordinate amount of times from either a tailgating, passing, or oncoming vehicle. Brighting also occurs when bright lights are flashed into a targeted individual's home windows.

Electronic Harassment
Electronic harassment is the use of technological devices to spy on or cause harm to targeted individuals (e.g., exposure to high electromagnetic fields, microwave radiation, etc.). A frequent form of harassment involves beaming a low frequency tone into a targeted individual's area, which over time causes sleep deprivation, agitation, and stress. A great deal of this research is highlighted in a book written by the pioneer of electronic harassment, Dr. Robert Duncan, which is entitled “Project Soul Catcher: Secrets of Cyber and Cybernetic Warfare Revealed.” Other prominent individuals in the field include Dr. Nick Begiche, Dr. John Hall, and Dr. Terry Andersen. In addition to electronic harassment, stalkers utilize nanofibers to track targeted individuals.

Ghosting
Ghosting refers to the practice of rearranging or moving a targeted individual's personal belongings to make the targeted individual question his/her sanity (e.g., moving home furniture, lawn decorations, desk decorations, etc.).

Mimicry
Mimicry is a specialized form of harassment in which the stalkers imitate every movement made by the victim.

Mobbing
Mobbing is a term that describes intense group bullying. Several stalkers descend upon a targets area in the same time period. In these instances, gang stalkers are not as discrete because they want to make their presence known to the targeted individual.

Noise Campaign
A noise campaign is an orchestrated effort to produce stress in a targeted individual by prolonged exposure to noise (e.g., neighbors playing loud music, cars passing at rapid paces, vehicle horns blowing, technological devices to induce dogs to bark, etc.).

Sensitization
Sensitization is a psychological term referring to the forced association between a stimuli and a corresponding reaction. For example, if a targeted individual is frequently harassed by people wearing blue baseball caps or sunglasses, over time, the targeted individual will believe that anyone wearing a blue baseball cap or sunglasses is a stalker coming to harass them.

Gas-Lighting
Gas lighting refers to presentation of false information for the purpose of making victims doubt their own memory, perception, and sanity.

Hacking
Hacking generally refers to the downloading of viruses and malware as well as gaining remote access to a targeted individual's electronic devices. After gaining such access, stalkers are able to delete files, modify files, and contemporaneously interfere with a target while he or she is working.

It is my hope that you will accept the challenge as I have. Again, I strongly urge you to consider passing a bill or resolution to conduct an investigation into the harassment outlined in my letter above. Thank you for your consideration.

NIH, neighbors at odds over fence, germ lab

The effects of terrorism are straining the relationship between the National Institutes of Health and residents who live adjacent to the agency's sprawling Bethesda campus.
Problems began soon after the September 11 attacks, when federal officials made plans to protect the 327-acre facility with a security fence, which also would block residents' access to grassy fields and a Metro station. The situation intensified when the agency began discussing plans to build a laboratory to research germs and pathogens that could be used in biological attacks.
"We live in a different world now," said Tom Gallagher, director of NIH's office of community liaison. "Our challenge, since we need a fence, is how do you make a fence a friendly thing?"
Agency officials say they have tried. They designed the 9-foot-tall, cast-iron fence so residents in the Edgewood-Glenwood community, on the campus' southwest border, could still play soccer and go sledding. They also paved a bike path and spent about $360,000 to replace lights that residents said were shining into their homes.
The agency made the changes though it meant less security for some vehicles and an on-campus playground for children of NIH employees.
Agency officials think the changes were worthwhile because the neighbors are the agency's best security.
"They become our eyes and ears to watch for trouble," Mr. Gallagher said.
Still, the neighbors say the changes are not enough.
"To be truthful, NIH continues to let the community down," said Stephen Sawicki, president of the Edgewood-Glenwood Citizens' Association.
Association members are most upset because they think the lab could become a target for terrorist attacks and because the fence has blocked their shortcut to the Medical Center Metro station.
Lorraine Driscoll, who routinely walks across the campus to the metro stop, said that when the fence is finished her mile-long walk will be twice the length.
"That seems to go over the threshold," she said.
NIH has offered use of an employee shuttle, but neighbors say that will not help.
The campus was built in 1938 and has become one of the world's foremost medical research centers. The agency is part of the U.S. Department of Health and Human Services, whose mission is to provide leadership and guidance to the international scientific community. NIH has about 17,000 employees.
"We have asked NIH [officials] for three things and gotten nothing," said Mrs. Driscoll, president of the Huntington Terrace Citizens' Association. "We asked that they not build the fence. But, if there had to be a fence, we asked that they let the neighbors continue walking across campus to the Metro. Third, we asked that they not build a large, Level 3 biohazard lab in our densely populated neighborhood. NIH has not accommodated any of these requests."
She also said the agency is not required to go through public hearings to receive building permits, though officials have routinely met with residents to discuss the fence project.
Mr. Gallagher could not be reached late yesterday to discuss this.
The Maryland-National Capital Park and Planning Commission has served as an adviser on the issue and has held public meetings.
The commission made recommendations to the National Capital Planning Commission, which has not commented on the project.

Schools to Develop Bioterrorism Vaccines

BALTIMORE Sept. 5 —
The University of Maryland School of Medicine has been chosen to lead a multi-school effort to develop vaccines to protect against bioterrorism, the school announced Thursday.

The Middle Atlantic region will receive a five-year, $42 million grant from the National Institute of Allergy and Infectious Diseases. Besides creating vaccines to guard against anthrax, smallpox and West Nile virus, they will study antibodies that could produce short-term protection.


"The events of 9-11 and the anthrax attacks that followed made it clear that there are nefarious people out there," Dr. Myron M. Levine, who is the regional leader. "We have also come to realize that we are extremely vulnerable and to a great extent unprepared for biological attacks. It is critical for us to develop preventive vaccines to protect ourselves."

Levine of the University of Maryland School of Medicine will be in charge of the collaboration of 16 research institutions such as Johns Hopkins University, University of Pennsylvania, University of Virginia, Georgetown University, George Washington University, West Virginia University and University of Pittsburgh. He will guide more than 60 scientists at three facilities in the region.

"Its like being an orchestra leader," Levine said. "It's my job to try to get everyone to play together to make a very special sound."

The regional researchers will study viruses that cause hemorrhage fever, such as ebola and Marburg, and target E. coli and shigella, bacteria considered to be threats because a small amount causes severe illness.

Researches will also design better diagnostic tests and needle-free vaccinations for fast response to a biological attack or infectious disease outbreak.

University of Maryland, Baltimore president David J. Ramsay said the university has established itself as a national leader in homeland security and biodefense research.

After the Sept. 11 terrorist attacks, the Center for Vaccine Development had clinical trials on the effectiveness of the nation's smallpox vaccine.

Eight centers, with a lead institute and affiliated schools, will share about $350 million over five years.

The other centers are Duke University, Harvard Medical School, New York State Department of Health, University of Chicago, University of Texas Medical Branch, University of Washington and Washington University in St. Louis.

It is important to realize that the government became obsessed with secrecy to preserve its institutions in the years following 9/11, as its activities became increasingly suspect.  There was a re-classification campaign in 2006.

Costa Rica’s director of intelligence, Mariano Figueres, announced that his government will investigate secret US programs that employed Costa Rican citizens in efforts to destabilize the Cuban government. Figueres announced the investigation in response to an August 4, 2014, Associated Press story alleging that USAID employed Costa Rican, Peruvian, and Venezuelan youths to participate in Cuban HIV prevention programs as a cover for US-sponsored anti-Cuban activism. According to interviews, the HIV-prevention ruse was called the “perfect excuse” to recruit political activists.

A recent article in the Washington Times laid out the CIA’s first counter-punch to deflect criticism before the release of Senate Intelligence Committee’s scathing report on the agency’s torture program. In the article, “one of the CIA’s most respected retired officers,” Jose Rodriguez, railed against the Committee for not interviewing agency senior staff involved in the program because “they had their foregone conclusions with what they wanted to say in this report, and they did not want the facts to get in the way.” The irony of Rodriguez accusing the Committee of not looking hard enough for “the truth,” of course, is that Rodriguez authorized the destruction of 92 video recordings of Abu Zubaydah being waterboarded 83 times in one month in a black prison site back in 2005. Rodriguez justified the destruction by writing that “the heat from destroying [the torture videos] is nothing compared to what it would be if the tapes ever got into the public domain.”
The involvement of Director of National Intelligence General Counsel, Robert S. Litt, in the declassification of the Senate report is adding another layer of controversy to the already contentious declassification process. Before his current position, Litt was a private defense lawyer “who represented several CIA officials in matters relating to the agency’s detention and interrogation program.” While Senate Intelligence Committee chair Senator Dianne Feinstein (D-CA) said she had no concerns about a potential conflict of interest, Senator Mark Udall (D-CO) said he remains “concerned about who continues to lead and drive the [declassification] process.” For our part, the National Security Archive hopes that Litt’s involvement in the declassification process will embody his recent announcement urging classifiers and declassifiers to ask, “not can we classify –but should we?”
An August 25 Intercept article, using documents leaked by former National Security Agency (NSA) contractor Edward Snowden, provided a glimpse of ICREACH, the NSA’s “‘Google-like’ search engine built to share more than 850 billion records about phone calls, emails, cellphone locations, and internet chats.” Planning documents for the search engine list the FBI and Drug Enforcement Agency as “key participants,” and “has been accessible to more than 1,000 analysts at 23 U.S. government agencies that perform intelligence work.” Former NSA chief Gen. Keith Alexander developed the original framework for ICREACH in 2006 (though its roots trace back to the early 1990’s DEA-CIA project CRISSCROSS), and shares data swept up under Regan-era Executive Order 12333. As those who have followed closely know, the USA Freedom Act of 2014 introduced by Senator Leahy (D-VT) would focus on telephone record collection under Section 215 and FISA Court reform, not information vacuumed up by EO 12333.
The Department of Veterans Affairs’ inspector general office released a report confirming that hospital delays and “poor care” led to deaths of numerous veterans in a Phoenix hospital. Earlier this year a Tampa Tribune reporter submitted a FOIA request for the names of other VA hospitals were patients died due to delays, but was denied. VA officials refused to disclose any documents responsive to his request by citing the b(5) “predecisional” FOIA exemption, and stating that the documents were “preliminary” communications and could therefore be withheld. Voicing support – by calling your Senator or writing an op-ed for your local paper, for example – for the FOIA Improvement Act of 2014 would help end the increasing misapplication of the b(5) “withhold it because you want to” exemption, recently used not only to hide wrongdoing at the VA, but also to conceal unflattering Department of Justice diversity studies and histories of the Bay of Pigs invasion, and would go a long way to force agencies to finally adopt President Obama’s mandate to act with a “presumption in favor of disclosure.”
The FBI cancelled plans to award a $500 million sole-source contract to Motorola Solutions in the wake of protests by other contractors. One of Motorola’s competitors, Harris Corporation, filed an official complaint to the Government Accountability Office regarding the no-bid award to Motorola Solutions, specifically complaining that the FBI’s claim that Motorola’s software was proprietary and prevented it from interacting with other systems was untrue. A McClatchy News investigation earlier this year further detailed “how Motorola has dominated the industry for decades, building deep loyalty among law enforcement and firefighting agencies and benefiting from biased contract specifications and other forms of favoritism from contracting officials,” prompting House Democrats to send a letter to the Department of Homeland Security’s inspector general requesting an inquiry into the government’s alleged favoritism towards Motorola; the DHS IG has yet to announce whether an audit or an investigation will be conducted.
World War II’s Manhattan Project to develop the world’s first atomic bomb generated more than 1,500 leak investigations, roughly 200 sabotage cases, and about 100 espionage cases. This information is now available thanks to the Department of Energy’s posting of the most recent declassified volume of the official Manhattan District History; all 36 volumes of the history are now declassified and available online.
The Wilson Center’s Cold War International History Project has posted a fascinating dossier of Stasi documents detailing East German aid to the North Vietnamese security apparatus from 1965 until the end of the Cold War. The 13 documents for this “generally unknown” aspect of Soviet bloc aid to Hanoi are all available here.

The Archive’s deputy director and Iran expert, Malcolm Byrne, is the author of a new book on the Iran-Contra scandal, Iran-Contra: Reagan’s Scandal and the Unchecked Abuse of Presidential Power. Byrne’s latest book “provides fascinating details about US ignorance about Iran, which contributed to the largely botched effort to free US hostages in Lebanon and hindered a possible breakthrough in US-Iran ties 30 years ago.” Byrne utilizes both declassified documents and the private papers of key members of the Reagan administration to paint a picture of an administration knowingly “Trying to dress up executive branch overreach in attractive strategic clothing.”
To celebrate the release of Malcolm Byrne’s latest book, this week’s #tbt document pick is a throwback to a 2011 Archive posting highlighting the ‘top 5’ Iran-Contra historical documents, specifically the Top Secret/Sensitive April 4, 1986, Oliver North Memorandum, “Release of American Hostages in Beirut,” which is the main piece of evidence to survive North’s infamous document “shredding party,” and spells out the plan to use “residuals” from the Iran arms deals to fund the anti-Sandinistas.
